It's highly effective against armored enemies, especially in comparison to the Geth Plasma Shotgun, which tends to be a better weapon overall. The Eviscerator violates numerous intergalactic weapons treaties, so it isn't distributed to military factions. However Shepard can get their hands on one through the Cerberus Weapons and Armor DLC pack.
